
Dr. Kayla Minter, originally from Boston, Massachusetts, is a dedicated mother of three girls, one of whom has special needs. She relocated to the Rock Hill area during the pandemic. As a mother, Dr. Minter’s personal experiences have shaped her understanding of the unique challenges that families face, particularly those with children who have special needs. She is deeply motivated by her desire to make a positive difference in the lives of children and parents, ensuring that every child’s potential is fully realized.
Dr. Minter is a licensed teacher and principal in both North and South Carolina, with an extensive background in education spanning over a decade. A 2014 Teach For America Corps Member, Dr. Minter’s journey in education began with a passion for equity and a commitment to helping students achieve academic success regardless of their circumstances. She has taught at various educational levels, specializing in both general education and special education, and has held multiple leadership roles, including special education coordinator, special education director, assistant principal, and operations manager.
Dr. Minter holds a BA in Philosophy from Boston College, an MEd in Curriculum & Instruction from Boston University, and both a MA in School Administration and EdD in Educational Leadership from Gardner-Webb University. Her expertise extends beyond the classroom, with a focus on supporting students with disabilities, navigating the complexities of the special education system, and advocating for students’ needs in educational settings. Dr. Minter now offers SPEDcially Designed For You, including private consultative services for parents, advocacy during school meetings, educational diagnostic testing, and tutoring services tailored to the needs of students, especially those facing learning and behavioral challenges.

Want to start the process of having your child evaluated or re-evaluated for special education by the school and don't know how to start?
1.5 hours of advocacy in schools can include but are not limited to:
1. Pre-meeting preparation
2. Formulating a list of targeted goals, accommodations, and services for your child's IEP
3. Post-meeting debrief
4. Understanding legal requirements of a free and appropriate education and least restrictive environment

Have you noticed your child struggling to meet academic milestones in areas such as reading, writing, and or math? These struggles could be signs of underlying learning differences or cognitive processing issues that could benefit from intervention. An educational evaluation can help identify specific strengths and areas for growth, providing you and the school with a clearer understanding of your child’s needs. As an educational diagnostician, I offer comprehensive assessments, including WISC, WIAT, WJ-COG, WJ-ACH, KTEA, and KABC, to provide you with a detailed, individualized report that can guide your child's academic journey and ensure they receive the right support and resources. Complete testing can be broken up into various sessions based on family availability for scheduling, the temperament of the child, etc.
Rate: 30-minute consultation with parent to determine what assessments are warranted; (untimed) evaluations starting at $500
Is your child currently struggling in reading and or math? Do you want prepare your child to be "ahead of the game" before the next school year starts? Do you want them to receive additional practice to hone their academic skikls? 1:1 tutoring for your child with an educator with 15 years of experience is the right way to go!
1 hour tutoring sessions includes:
1. An assessment of your child's present levels in reading and or math
2. A tutoring session tailored to you child's present level
3. A mini-lesson using an evidence based curriculum (also used in many of the local school districts) such as Orton-Gillingham, HMH, Number Worlds, and SPIRE
Rate: $75
South Carolina clients: Does your child have a diagnosis that limits his/her/their life in some way? Do you want to seek therapies such as speech, occupational, or physical for your child? Do you need support in applying for TEFRA Medicaid coverage?
3 hours of TEFRA application support includes:
1. A consultation to discuss you child's diagnoses
2. Completion of the application and supplemental materials
3. Submission of the TEFRA application and periodically following up
Speech, occupational, and physical therapy small businesses: Do you need help billing claims?
Billing services offered includes:
1. Billing speech, occupational, or physical therapy evaluations, re-evaluations, or regular treatment sessions for Medicaid (Absolute Total Care, Molina, Healthy Blue/Blue Choice, Fee for Service, or TEFRA), Aetna, Blue Cross Blue Shield, Cigna, United Healthcare, TriCare, or MedCost.
2. Contacting insurance companies directly to follow up on submitted claims that have been rejected or denied
3. Resubmitting claims making any corrections to the claim that caused previous rejections/denials
Rate: $50 for up to 25 claims submitted and 15% of billed revenue
Small businesses: Do you have any therapists you'd like to get credentialed with different insurance carriers?
Services offered includes:
1. Credentialing application support
2. Gathering of supplemental documentation
3. Submitting the credentialing application and periodically following up with insurance carriers
Rate: $75 per credentialing application
